* Years ago a book called Parkinson’s Law asked why political bodies could spend more time debating small issues, such as the placement of a bench at a bus stop, than much larger issues.  The answer, the book suggested, was that people could grasp the facets of the small issues but felt overwhelmed by the larger ones.
